&#60;p&#62;In Excel MacOS, there is an option in the import CSV panel, that lets you change the encoding.&#60;br /&#62;
It's called &#34;File origin&#34;, as shown in this capture:&#60;br /&#62;

			<description>&#60;p&#62;I've found that forcing UTF-8 encoding on the import takes care of this.  I used to have this trouble all the time with Open Office but on importing the CSV, if I changed from the default encoding ( ISO 8859-1 I believe) to UTF-8, it worked fine.&#60;/p&#62;
