It sounds like one of the following...

1) Not all the scripts are being loaded because files are missing or file permissions aren't set properly. I would suggest re-installing the Gravity Forms files. If you know how to use a tool like Firebug to check for Javascript errors you can also use that to see if any exist on that page and where they are coming from.

or

2) Another plugin or your theme is outputting scripts on this page that is causing a conflict. This is common in themes developed by people that don't follow best practices or don't know how to follow best practices. It's also common in poorly developed plugins.

To check if it's a theme or plugin conflict and to narrow down which one is causing it if so you need to follow these instructions:

http://www.gravityhelp.com/documentation/page/Testing_for_a_Theme/Plugin_Conflict

So if I create a new form everything works fine until I save it and go back and edit it... in which case the following occurs:

1. I can't mouse over the fields to get the edit / delete links... no border is drawn around the field. The mouse pointer changes to the pointy finger.
2. If I add a field.. I can edit it (until I update form and go back to it). After I add a field... the border and edit / delete shows up on the OTHER fields... but still nothing happens when you try to click them.
3. If I try to edit Form Settings... I cannot 'close'

Any ideas?
