Gravity Forms can capture all that information. The display of the best breeds for the choices is up to you. You can do a conditional confirmation message by adding some code to your theme's functions.php. It might be complex based on the number of parameters you are considering (size, temperament, allergies, lifespan, etc.) but you can capture everything, then process it with your custom code, then display as the confirmation the dog that best fits their choices.
