You can set/change the tabindex of the form by passing the tabindex paramater:
http://www.gravityhelp.com/documentation/page/Embedding_A_Form

You could try using AJAX on your form embed as well to combat your other issue, but by default it should anchor down to the confirmation. You could also take a look at this:
http://www.gravityhelp.com/documentation/page/Gform_confirmation_anchor

My website is infoageretirement.com. I am using WordPress with Debut as my Theme. I have three contact forms which I set up in the free version of Gravity Forms. These forms are used on four of the five pages on my site. They work the same in the upgrade as they did in the free version of Gravity Forms. I have two problems.

1) I use a form after each post on the Blog Page. If I make an entry in the “first name” field on the latest post and key <tab> to get to the “last name” field, the cursor jumps down to the “first name” field in the earlier post (lower down on the page). It doesn’t carry the entry made in the latest post, but gives me a “Skip to toolbar” message. If I key <tab> again, the page jumps with the field at the top of the screen. This sort of thing happens with all three contact forms when I use the <tab> key to move from field to field.

How can I fix this? I would like the fields to stay stationary while my client is filling them out.

2) When I have finally filled out the forms, I give a response/confirmation to the client, but the page jumps to the top and the client must scroll down to see the response.

How can I fix this? I want the response/confirmation to be on the screen where the form was located.
