This could possibly be users hitting submit twice or more than once. Gravity Forms does not actually send the email notifications. That is 100% handled by your web server. I made a form where you can order a product. When you finish the order you'll go to the ideal payment. When all is complete the administrator and the customer gets the confirmation mail twice.
