Currently I am just seeing the field value and I am using {Field_Name:111} as the format for the merge tag. I am essentially trying to create a notification very similar to the {all_fields} notification just with out some sensitive information. As an alternative, would it be possible to have a separate merge tag or similar one which incorporates the field label?

What merge tags are you using currently, and what kind of output are you currently seeing? There is no merge tag for form sections.

I have a complex employment form which has many difference conditional logic sections in it.

I am not using the default {all fields} for this notification as I am trying to hide some fields from people receiving the notification, I have been using merge tags instead.

Is there a merge tag that will not only display a field name value but the field name as well? OR a merge tag for the forms sections?
