It sounds like you have AJAX turned on. (It works correctly in IE9). The first page works fine, although in internet explorer it is very slow, the second page when you click next no matter what options you choose it shows 2 circling icons and instead of skipping to the next page it stays there and below the current form session it shows the beginning of the form again and won't go past it.
