It's not currently possible due to how Gravity Forms is fully integrated into the WordPress Dashboard. It is not necessary that they have access to wp-admin as this is the only feature they will need and I would prefer them to stay on the front end of the site.</p> <p>Anyways, I would like gravity form's full functionality or at least as much as possible to create the survey forms. But thinking about it, I think you could maybe give permissions to non-logged in users to create forms. I think. They'd still have to log in to the wp-admin, or at least access wp-admin. Seems like a bad idea.
