If you're using Michael Wöhrer's Maintenance Mode Plugin, it has an option to keep certain paths accessible. You should be able to put the path to your form page in there and still have it visible for the general public.

Hello,

I have a WordPress site using a Maintenance Mode ( or underConstruction) plugin. Is there a way that I can show a Gravity Form on that page? Thanks.
