The Sandbox is unpredictable when it comes to what checkout page it displays. The page that opens from the PP landing page requires that if you don't have a PP account that you create one at the same time you are filling in your credit information. When a user is passed to PayPal they are presented with 2 choices: Pay with a PayPal Account or Checkout as a Guest with a debit/credit card.
