You can try the Members Plugin from Justin Tadlock. It allows you to get pretty granular with user permissions in Gravity Forms. I'm pretty sure this works fine with a multi-site installation to do what you want.

I am running Wordpress 3 multisite network.

I would like to limit the Gravity Forms Settings page (wp-admin/admin.php?page=gf_settings) to the Super Admin user only. Other users should not have access to the Gravity Form settings.

I can modify the plugin myself to limit the menu item to the Super Admin user only, however, I would have to make the same change everytime the Gravity Form plugin is upgraded.

Is there a better option?
