As Carl said, it's hard to keep up with what all the themes do or don't do. The important part is that you put the rules in some file that gets included in the page so it can render properly. Most themes have a custom.css for customizations you would make so it would make sense to put your custom CSS there. I'm not sure if that would fix the minify CSS issue you are having or not. This was checked. I unchecked it and now the form seems to be working!
