That functionality was purposely never added to the HTML block element, but the option checkbox inadvertently ended up in the admin panel on one version. We removed the option, but it apparently made it’s way into the documentation along the way. In the latest release of Gravity Forms, I don't have the option to populate HTML blocks dynamically either. However, on my version of Gravity Forms I don't have the checkbox for allowing the field to be populated.
