If they select "Pay Online" (PayPal, credit card, etc) you send them to PayPal. If they select "Bank Transfer" you don't send them to PayPal. The ability to send the transaction to PayPal or not is in the PayPal feed for this form. There is a "PayPal condition": that is where you click "Enable" and then define when to send them to PayPal. Once the radio button is in your form, you can use that as a condition in the drop down here.
