If you haven't already, turning on debugging in your config file may provide more errors to narrow down the issue.

&#60;p&#62;The line 194 being referenced is when the import file is trying to be opened. Are the permissions on the file such that it can be opened for reading?&#60;/p&#62;
&#60;p&#62;Is the path in the wp-config for GF_IMPORT_FILE still valid? If so, it does sound like a permission issue since you see the file in the location where the error is complaining.&#60;/p&#62;
&#60;p&#62;Check your permissions on the file/folder and make sure you are able to read the file.
