If they are on separate WordPress installs then they are considered separate sites so you would need a Multi-Site or Developer License. This applies to WordPress Multi-Site setups also.

Could not find this elsewhere, this came close.

Question:
I have one domain with with an additional two subdirectories. Each of the three has it's own wordpress installation. I want to use Gravity Forms on all three installs.

eg:

http://www.mainsite.com
http://www.mainsite.com/1subdirectory
http://www.mainsite.com/2subdirectory

(3 separate WP installs...sounds crazy I guess, there is a method to the madness)

Nevertheless, is this considered a "single site" and therefore I need only purchase a "single site license"?
