Currently HTML blocks are simply HTML so they can't display URL parameters.

However, the HTML blocks do support shortcodes, so you may be able to find a plugin that adds a shortcode that can display URL parameters and then use that shortcode in the HTML block. Doing a quick search I came across this plugin:

http://wordpress.org/extend/plugins/url-params/

I would like to display two parameters that I'm passing to a form in an HTML block on the form page. Is that possible? Link below shows working example of a URL

http://kentheritagetrees.btcv.org.uk/get-involved/events/event-booking-form/?event=Underwater%20wonderland&date=4%20August%202011

Many thanks
Andy
