PayPal Subscriptions are available only to Business or Premier accounts.</p> <p>2. Are you using the correct account email address for a PayPal business or premier account?</p> <p>3. Please check the level on the "Overview" page when you first log in to PayPal. It should say "Business" right before the business name and email.
