We had that problem with our own Google Apps setup and BlueHost, contacted BlueHost and explained what was going on and they made a change on their end and that corrected the issue. When using Google Apps for Domain to manage emails on the domain I hadn't disabled the server default mail program. It is some sort of server configuration or WordPress configuration issue specific to that server. It certainly shouldn't be doing that. I don't really have any suggestions as we have never encountered anything like that, nor are any other users reporting something like that so it's something isolated and specific to that server setup. The first time I try to activate I do not receive any error messages, but the forms menu is not created either.
