Did you actually complete the payment via PayPal in your tests? That's the reason the user hasn't been created.</p> <p>Another thing to do is if you go here (replace domain.com with your domain):</p> <p>domain.com/wp-admin/admin.php?page=gf_settings&amp;addon=PayPal&amp;debug=true</p> <p>You will see an option to enable debugging.
