We don't want to keep adding features and functionality to it that are outside the scope as it causes bloat. WordPress is designed to be expandable via plugins so if you want role management you install a role management plugin. I need Admins to (obviously) have access to add/edit/modify, but I (also obviously) need authors to at least see if any forms have been submitted?
