Here is what I did - perhaps it will aid others -&#60;br /&#62;
( it was the same look in chrome, and IE9)&#60;br /&#62;
1 ) I added the following to my wp-config file&#60;br /&#62;
ini_set('pcre.recursion_limit',20000000);&#60;br /&#62;
ini_set('pcre.backtrack_limit',10000000);&#60;br /&#62;
that did not resolve the issue&#60;br /&#62;
I created a php.ini file and placed it in the wp-admin folder&#60;br /&#62;
memory_limit = 256M&#60;br /&#62;
upload_max_filesize = 20M&#60;br /&#62;
post_max_size = 10M&#60;br /&#62;
that did not resolve the issue&#60;br /&#62;
I placed the same file in the plugins folder - no joy.&#60;br /&#62;
I deactivated and deleted then re-installed the GF plugin - no joy.&#60;br /&#62;
I changed the theme but no joy.&#60;br /&#62;
I followed the testing procedure - i deactivated every plugin and i saw the save button.&#60;br /&#62;
i activated every plugin one by one and reviewed whether or not the save button went away,&#60;br /&#62;
BUT FOUND THAT THE TWITTER WIDGET WAS AN ISSUE.
