&#60;p&#62;Who? Any developer that feels comfortable with PHP could probably get the job done. &#60;/p&#62;
&#60;p&#62;You could set the number of submissions within the Gravity Form itself, but it wouldn't react the way you've listed without some additional coding. Usually, when Gravity Forms max submissions are reach the form closes, and a message is displayed notifying visitors. &#60;/p&#62;
&#60;p&#62;This functionality you mention regarding max submissions / current submissions and submissions left sounds like the perfect thing for someone to create as an add-on. Our development cycle is pretty tied up right now and would probably be better if you hired someone or the community decided to develop.

&#60;p&#62;Now the most important part... How to (and who can) make the changes into gravity forms in order to set up this functionality. &#60;/p&#62;
&#60;p&#62;On the website there are several forms, each with their own max submissions. We should be able to change the number of submissions in a backoffice environment.&#60;/p&#62;
&#60;p&#62;If the max submission is reached, the visitors of the site should still be able to use the form, but the form should be send to another mail address.&#60;/p&#62;
&#60;p&#62;It would be great to see the max submissions / current submissions / submissions left of each form in one screen.&#60;/p&#62;
&#60;p&#62;Should this functionality be implemented in the core of GF or by a GF add-on? Is GF interested in developing this feature? Perhaps as an additional (premium) add-on?&#60;/p&#62;

You could combine some code and do this yourself, but it would require a bit of PHP to pull off.  The hooks are built in to Gravity Forms to allow you to do this, but you can't do it from the Form Editor.
