It wasn't a browser cache issue, it's a WordPress cache issue. WordPress cached the download link and then it expired. You need to wait a few hours, possibly until tomorrow, until the cache has expired and refreshed and then try again. I was trying to do the update in the Network admin rather than from the site admin in a multi-site install.
