I didn't even know that the address would control that. Thanks for letting us know. I will see about getting that added to our documentation for the future. All my best!

FYI, it turns out Gravity Forms CAN override PayPal shipping charges.
Go into Forms > PayPal > choose the form. In PayPal Transactions Setting, check the box "Do not prompt buyer to include a shipping address." This solved the problem — PayPal no longer adds a shipping charge (but continues to calculate shipping on store merchandise orders, as it should).

Then there is very little that Gravity Forms can do to override that. You would have to talk to Paypal about how you can send them data that would stop their system from adding shipping.

For the store items, the shipping is calculated at PayPal, not via Gravity Forms.

How are you having a shipping cost added on other things?

I have registration set up exhibition vendors. No shipping charges involved. (http://www.strollingoftheheifers.com/slow-living-expo-registration/#form) But on the same site I also have a merchandise store, for which shipping is set up on PayPal. So on the exhibition vendor form, I need PayPal to charge zero shipping. I have tried adding a shipping field to the form with a single value of zero, but this is not being transmitted to PayPal. How can I force zero shipping on PayPal in this situation?
