Bug: When exporting and importing forms, unicode encoding gets messed up

    Using 1.3.13, I exported all our forms and imported them at another site.

    That worked okay, but unicode characters were messed up and showing up incorrectly at the new site.

    If I replaced them by hand, they then worked fine.

    (This is just a bug report. I didn't know where else to put it.)
