I'm not sure what you mean by change the name of the post. Posts are just pieces of data, how you present them and what you call them on your site to your users is entirely up to you. That is more a theme presentation thing than a Gravity Forms thing. You could create a Category called Applications and assign all posts created via the form to that category automatically.
Gravity Forms only creates the post. You can set it to create the post as a Draft which would then require moderation. Once the post is created that is the extent of Gravity Forms involvement, so there is no automated email that goes out when they post has been approved/published. The post is WordPress functionality and WordPress doesn't do this out of the box.
Although anything is possible via customization and in fact a user just posted a solution for sending an email when a user submitted post is published here:
