    I am interested in buying a developer license so I can create forms which I can include with custom themes for clients.

    However, it is no tclear to me whether it would be necessary for the clien tto also have the Gravity Forms Plugin installed.

    Is it neceesary always, or only for some forms?

    Please clarify.

    Yes, Gravity Forms must be installed on the WordPress site you want the form to be displayed on.

    Currently there is no way to embed a form via a javascript snippet on a site that does not have Gravity Forms installed, although we may add that in the future.
