1- A client submit the form in a categorie from a dropdown and pay a fee before it is registered.
2- The forms entries in this category for this month can be fetched from the database and listed on a page for my merchants.
3- From this page the merchants can complete a form (proposition) for each Client ID and submit it.
4- This new merchant form can be related to this client so i can choose which merchant proposition I send back to the client.
5- I can see a list of all the merchants forms for each clients in this category for this month.

Maybe it is not clear. Ask me if you need precision.

  2. 1. You can require payment before a post is created. You can add the category drop down to your form.

    2. This would require custom code. All the data is stored in the database, so you can get it out, however, there is no provision for displaying form entries on the front end of your site.

    3. This would be part of the custom solution you come up with for #2.

    4. This is not included and would be another customization.

    5. This is also not included.

I do not think Gravity Forms is a good fit for your project.

Well, I finally decided to go with it anyway for our MVP version. Maybe, I made it sound more complicated than it is. But, right now it is working for what I need.
