Members being activated before payment

    I have a membership form with paypal payment options and as soon as someone fills out the form and submits it they are redirected to paypal which is good. The problem is once on paypal they can cancel out of there without paying and then they will still show up as a member. How can I set it so they only become an active member once the payment is actually made?
