I am considering upgrading to developer version, but I have a question regarding PP addon.

This was asked in the PP addon forum, but I am not able to view that as a personal subscriber. Please excuse the double posting.

Can the PayPal add-on create a form that allows for online payment as an option? Perhaps using a conditional?

Yes, you can setup a conditional to use PayPal based on an option selected. So if you have a Pay by Check or a Pay by PayPal the form can either go to PayPal upon submission if that option was selected, or to a regular confirmation page/message if the pay by check option was selected.
