I am looking to test out the Gravity Forms on a test version of our website. The live version is not yet set up. Is there a way to purchase the personal license, and use it on the test site - then use it on the live version once it is ready?

Yes it is. You can just move the license to the live site when you are ready. As a general rule we are ok with you having a "Test/Dev Site" that is non-public facing to coincide with your live site.
