    Can a form be setup that the person filling out the form can manually select who all their form is sent to using your software? Example a person visits my site fills out a form and wants to deal with only select people from the company and only them. So they select only those people

    You could have a drop down menu with all the people, such as editor, webmaster, support, sales, etc and depending on what they choose, they email will go to that person. Or you could just have the names of each person.

    Yes, you can set up notification routing for each form based on the value stored in a checkbox, multiple choice (radio), or select box (as @BAWTA mentioned).

    You just set up your choices on the form.

    then enable notification routing on the routing page and set up your rules.
