Question about the developer licenses in terms of usage and upgrades

So I have a couple of questions:

    1) With a developer license can I use it on as many commercial sites as I want? Or is there a catch? I'm sort of confused cause I'm used to the purchasing software where 'developer' license means cheaper but you can only use it on your own site and not for commercial purposes but for gravity forms it seems to imply that a developer license lets you install it on as many WordPress installations as you want.

    2) If I purchased a developer license and I want to get the 50% percent discount for renewal for the next year do I have to renew it within the one year or can I still get the discount if I renew it well, say, 3 months, for example, after it expires? I ask because with other software like BBEdit for the MacOSX I can get a discount for upgrading as long as I can present a previously puchased license for the previous version.
