  3. We upgraded our account to the developer level, in order to access the user registration plugin. The process works as expected, asking us for our ftp user/password before initiating download.

The problem occurs when we get the message: "Install package not available."

  5. The Add-On manager as well as automatic updates will only work if your WordPress site is configured to support handling plugin updates without requiring FTP information be entered to do so.

Most WordPress sites are configured so that FTP information is not required each time but this is dependent upon file permissions settings on your server.

You would either need to set the file permissions on your site so that updates as well as plugin installs can be done without entering your FTP information each time, or install add-ons and updates manually.

This is a limitation of how WordPress handles plugin installs and updates for plugins not hosted in the WordPress.org repository.
