There is a rudimentary search function in the entries, so you could search by dealer name or other identifying information, and see how many entries there are with that text present. If other entries contain that same information though, in another field maybe, then this will not give you good results. By that I mean if you are searching for "Anderson Ford", maybe there is a dealer who in their ad said "See Anderson Ford first then come see us!" Searching for Anderson Ford would bring up the user Anderson Ford and also the other entry where Anderson Ford was used in the copy. There are other scenarios where that could occur as well.
You could search, then sort the entries by clicking on the dealer name header to sort them. That might help.
If neither of those work, you could create a small reporting function to return the number of ads (entries) created by a dealer (all dealers.) You could display the date and their payment status, so you could see how many ads have been placed and if they were paid or free ads. Then you could give them a free one.
