User Registration Not Adding User to Blog

    This used to work Pre 3.5 update.

    User registration would create a new user, user blog templates, etc, and the new user would be the admin of the new site.

    Wordpress even emails the "your username is x and y" and the "new site " email with sitename, and userid.

    I have tried disabling plugins that may conflict to no avail. Suggestions? Or is this simply bugged?
