Can GF be used to collect data that can be used to pre-fill a blog post, including image validation and upload? I'd like the post to remain in draft mode for my approval. If so, does implementation require any programming skills?

Yes, you can collect information to pre-fill a blog post.
I'm not sure what image validation is, but image uploads and file uploads are supported.
Draft mode is an option for the new post when you set up your form.
Implementation does not require any programming skills.
