I want to have a user enter data into form fields. Depending on user input, additional questions will be asked based on yes/no or multi choice answers. User will be presented with a summary of data entered on a webpage. User will pay a fee if wants to proceed. Upon payment an email of document will be sent to user in pdf format.

  2. Yes, you can do this.

The additional questions based on previous answers can be accomplished using conditional logic, which is built in to Gravity Forms.

The summary of data can be presented before or after the form is submitted. You can then collect payment from them and send the PDF. You would have to create the PDF yourself, as Gravity Forms will not create a PDF for you. There is a PDF add-on for Gravity Forms, not created by us:
