We don't make any claim as to accessibility. You can enter the URL of any page with a Gravity Form in it, on the WAV page, for testing. I did a couple and it came back with a couple errors, one related to the form, on just related to my page. For example forms, almost any page in the sidebar of this site will have a Gravity Form on it: http://gravity.chrishajer.com/
You can also see some form demos here: http://www.gravityforms.com/demo/
There are lots of complex Gravity Forms in use on the web and we can provide links to them if you would like to check for accessibility issues.
I'm not sure what a budget form would be used for. However, there are calculations built in to Gravity Forms, so you can add a number field which is a calculation, and create your total that way. If you have an example of a budget form we can give you more specific information.
