checkboxes in HTML table for multiple email addresses?

I've built this form using Contact 7:

which should send emails to different recipients depending on which checkboxes are ticked. (each row of the table is essentially an advertisement for a different company. inquiries go directly to the companies).

However, I haven't been able to get this function to work.

Can Gravity Forms do the job?

Note that it is entirely possible that a form user will check two or more boxes.

Also note that this form uses extensive queries and scripts which use dynamic data to populate the HTML form cells.
