Is there a way to add a confirmation "page" to a form before submitting? Something that shows all of there information and has them confirm before submitting.

There currently isn't any provision for a "preview" of the content before the form is submitted. You would have to do some custom work on your end to make it happen.
That's something that's been requested before and is on the drawing board for a future version of Gravity Forms, but isn't currently something that's built-in to this version.
