Create File Manager system? Users, reviews, files, ratings, etc

    I have a client that wants to facilitates sharing of custom gis scripts and tools (as zip files).
    Similar to WP plugins downloads or a code repository(no version control needed).

    1) User creates account and uploads description, image, zip file with code/tool. User area where they can edit info or reload zip file.
    2) Users search by tags/categories/keywords and programming languages.

    I was looking at WP-Filebase (Pro) http://wordpress.org/extend/plugins/wp-filebase/

    But wondered if it would be better to create my own system with GF and other items?

    3) Also ability to rate/review script and have comments/conversation on each one is desired. These may not be GF but other plugins.

    Any thoughts on this?

    I guess the term for what I need would be "File Repository".

    I think this is looking like a pretty good solution so maybe I don't to create this from scratch?

    I think Download Manager Pro is a better fit than Gravity Forms, based on your description.
