The rest of my standard dashboard shows a light gray background color, but any of the gravity form pages under the dashboard ignore the standard light gray and shows the dark background image from the theme I am using (Graphene). I tried IE, Safari and Chrome with the same result.

Hi David, there is likely a plugin conflict causing this issue. Try disabling all of your other plugins and then confirm whether you are stilling experiencing this issue.
If you are not experiencing this issue, reactivate your plugins one at a time until you are able to recreate it. Let us know how this process goes for you and any new information you can share.
Looks to me like your theme is loading styles in the admin where it shouldn't be. It's definitely not a Gravity Forms issue.. probably something you should investigate with the Graphene support team.
