Email Notifications

I'm not receiving email notifications, however, when I review the entry and check mark the ADMIN NOTIFICATION and USER NOTIFICATION and RESEND NOTIFICATIONS I receive both the emails. I've checked to make sure the "Enable email notification to administrators" is checked. I've enabled the Twenty Twelve Theme, disabled all of the plugins, and re-enabled the Gravity forms plugin with no difference. I was going to try the SMTP options, but before I go that route, I wanted to ask why I wouldn't be receiving the notifications when I submit the form, but do receive them when I do the Notification resend.

Yes - I tried the SMTP solution using WP-MAIL-SMTP with the same results. The SMTP solution provides for a test email, and it worked fine.

As another test, I created a short contact form using the shortcode provided with the theme I'm using, and the notification works fine using their form.

Can't quite figure out what's going on. Any suggestions?
