Example:
Form has a drop down menu labelled:
"Who would you like to contact? "
with options:
- John
- Mary
- Steve
Then a few other simple questions for the user to fill out....
I want the form to be submitted to Steve's email address if the user picks "Steve" from the first drop down menu .
Possible? If so, would love the help to get this done.

Yes. This is Email Routing and was introduced in v1.3 and part of Admin Notifications. Edit the Admin Notification for that form and for the Send To address choose Routing. You will then be presented with an if then style interface to set where the email should go based on the value of a selection field (drop down, radio button or checkbox).
