I'm not going to be able to tell you what this might be without seeing the form/theme itself. I see that it's on an intranet so I'm sure that poses problems. I do see the word "none" in there and know that that was caused by the "dd belated png" script for another user.. one that tries to force png transparency support for IE6.
I think it's safe to assume that IE6 is way past the end of it's life cycle, so I would start by removing that script and see how much of the issue clears up. After that, I guess we can try to debug it best we can from there.
