Form Email Notification to Admin is only being sent to one admin, there are 3 admins. Shouldn't it go to all 3? I need it to go to all 3. I am using {admin_email} in the Send to Email field.
I am not using routing and this is happening on 2 different forms.

It will go to the primary site admin. If you want it to go to all three, you'll have to set a comma delimited list of e-mail addresses in the to field.
This is a really good point. Never thought about it like that.
Be sure when you enter your comma separated list of emails in the "To" field, that there are no spaces. just a comma between addresses.
