It sounds like you installed the Members plugin.
If you installed the Members plugin AFTER installed Gravity Forms you will have to turn on Role Management in the Members plugin options and then go to Users > Roles and edit the Administrator role.
When editing the Administrator role you will have to turn on all the Gravity Forms related capabilities for that role.
Role Management is doing it's job, you just have to tell it that the Administrator should have access to Gravity Forms.
This only happens in certain situations where you active the Members plugin AFTER you have already installed Gravity Forms.
