forms with attachments

I understand from previous posts that I cannot include an attachment in a response to a form. So I thought I had figured out a work around (without coding) by having the form go to a dedicated email address (for example toolkit@mydomain.com) and have that email use an autoresponse to send an email back which included the attachment.

It works fine when I just email that address, but I'm wondering if I am putting in something wrong in my notification to Administrator section, as the person never gets an email, even though I've checked and they do get to the toolkit@ address. I put in Send to Email* the toolkit@ address and chose the From Name as the Name in the form and the email address. Is there something that I am missing? I know it could be the email set up, but it is getting the email and it is sending the autoresponse if I send it direct. It just seems to be failing when I add in the form.

Any other suggestions on how I could do this? Or why it may not be working?
